Let me restate that another way (for the umpteenth time):
The intent is that makeinfo should *never* be invoked by a normal
build. Ditto (f)lex, bison, autoconf, automake, etc.
If it is invoked, either it is a timestamp problem (use-commit-times
blah blah blah), or an error on the part of the Texinfo author.
(Resp. .l, .y, .ac, etc.)
Only when someone actually edits a .texi (etc.) file should it be run,
and then that someone is responsible for getting it to work, and
committing both the .texi and the new .info (etc.). -k
