[tlbuild] AIX Power PC UNIX Build

Hi Gilles - instructions for building a platform to be included in TL
are at http://tug.org/texlive/build.html, such as it is.  I know the
previous AIX builder (Vladimir Volovich, whom I sadly haven't heard from
in years) ran into various bizarre difficulties, but don't have any
details.

We'd be glad to include AIX binaries in TL again if you can provide them.
