[tlbuild] Building TL2012 on Cygwin: biber

 From the build log of TL2012 on Cygwin seems that Biber isn't really 
built but the pre-built binary in 
texlive-source/utils/biber/bin/i386-cygwin copied to the platform directory:

make[5]: Nothing to be done for `install-data-am'.
  /usr/bin/mkdir -p '/tmp/texlive-source/inst/bin/i686-pc-cygwin'
  /usr/bin/install -c ../../../utils/biber/bin/i386-cygwin/biber.exe 
'/tmp/texlive-source/inst/bin/i686-pc-cygwin'
make[5]: Leaving directory `/tmp/texlive-source/Work/utils/biber'
[...]

I would ask if there is an optio for Build to "force" the build.
