[tlbuild] GNU/Linux SPARC build problem solved

Thanks to excellent detective work by Peter Breitenlohner, the TeX Live
2012 build problem for GNU/Linux SPARC has been solved, and I just
installed 350 executables from it in /usr/local/texlive/2012/bin/sparc-linux/
on our master server.

The problem was bad-endian detection in libicu, and Peter's proposed
addition of

	TL_BUILD_ENV="${TL_BUILD_ENV} CPPFLAGS=-DU_IS_BIG_ENDIAN=1"

in 

	http://www.math.utah.edu/~beebe/tlbuild/build-texlive-2012.sh

for that platform fixed the problem.
