Hi Ken,

sorry, my mistake. But then the question what happens when building the
Cygwin port of ICU is quite irrelevant.

Fiddling around with the -I's might be a way out, however, at best a very
fragile one.  There is just no safe way to distinguish features.h and
Features.h on a case insensitive (Windows or Mac) filesystem.
