Hi Peter,

I think the failure occurs during the xetex build, not during the build 
of the icu libraries.  I know there are details about this in the 
tlbuild and/or texlive archives, but I don't have time to search right 
this minute.  The one I was able to quickly locate is

Maybe Angelo can give you a better reference.  If not, I'll search some 
more in a few hours.
