[tlbuild] Error testing build from repository

I tried to follow the instructions for testing a build from the repository
and when I run latex on small2e I get an error:

   micro 11: latex small2e
   This is pdfTeX, Version 3.1415926-1.40.10 (TeX Live 2009)
   restricted \write18 enabled.
   I can't find the format file `latex.fmt'!

I'm hoping one of you gurus can tell me what I am doing wrong...

My system builds binaries into:
   /home/jrminter/bld/texlive/Build/source/inst/bin/x86_64-unknown-linux-gnu
Which I dutifully copied (as instructed) to:
   /home/jrminter/bld/texlive/Master/bin/x86_64-unknown-linux-gnu

In addition, I set the following environment variables:
   setenv TEXLIVE_ROOT /home/jrminter/bld/texlive/Master
   setenv PATH ${TEXLIVE_ROOT}/bin/x86_64-unknown-linux-gnu:${PATH}

to be sure my system found these first. I did search
the archives for this problem and a while back Karl
had queried a user about his TEXINPUTS variable, which
I checked. I don't see an error here, so I'm stumped...
