[tlbuild] xz/xzdec binaries

Everyone -- it is time to build xz+xzdec for the TL architectures.
Please do this (independent of the TL build) from
ftp://tug.org/dist/xz-4.999.8beta.tar.gz, strip the binaries, and put
them on the web for me to retrieve and install in the right place.  Or
mail them to me, if that's more convenient for you.

To reiterate: just xz and xzdec.  Don't forget to strip.
