[tlbuild] IRIX and xindy (clisp actually)

During compilation of clisp on IRIX (with the MIPRpro C compiler, in
case that would matter -- no (recent) gcc available) I get
consistently get something like this:

It therefore looks like there will not be an xindy for IRIX.
