This is curious. I don't think the relevant code changed recently, and
it works as expected on my Linux machine. But of course, new library
and/or Windows versions could affect this.
Which field does have focus? Can you press the Tab key (maybe
repeatedly) to move the focus to the text box? If so, how many times?

You need to tell TeXworks which .bib file to use (it doesn't
automatically pick it up, mostly because of the lack of full project
support so far). For more details (particularly about the syntax),
please have a look at the latest version of the manual (which should
come bundled with TeXworks) or at
https://github.com/TeXworks/texworks/wiki/Magic-Comments#using-the-insert-citations-feature
