Yes, this hasn't changed in a while and should still work as before/as
documented.

Yes, creating the directory is required. Tw checks if the directories
exist and only use them if they do

Good idea. You can get the TeX source code for the manual from
https://github.com/TeXworks/manual - would you mind proposing a specific
edit?

So far, texworks-setup.ini does not use sections - it only supports
three settings (inipath, libpath, defaultbinpaths).
