I suppose you clicked on the link in the upper right hand corner? It's
way easier to click on "Files" which will load the same long list of
files, but also displays when it was uploaded.

That being said, there _is_ the date in the filename. In the case you
mentioned (TeXworks-win-0.7-201903050630-git_d26c46b.zip) the date/time
is 201903050630 - or 2019-03-05 06:30, or 5th of March 2019, 6:30
(probably UTC, I don't remember).
