You keep changing the example. Never use T1 encoding with lualatex or with
arabic. It is an 8 bit  encoding for Latin script with (pdf)latex.
So unsuitable for Unicode fonts and  unsuitable for Arabic. The examples in
the babel manual and the examples we posted didn't have this.
