Right-to-Left Support Error despite using LuaHBTeX

On version 1.16.0 from TeX Live distribution version 2023 using LUALaTeX 2023.8.28. It appears when `\usepackage{babel}` is modified to `\usepackage[arabic]{babel}`

>From what I understand LUATeX took everything e-TeX has implemented except TeX--XeT because it has its own implementation of script orientation inspired from another project but complete in itself. So LuaHBTeX (or whatever complains) shouldn't ask for TeX--XeT on that case
