here's another cool trick for bibtex discovery, TooBib URL mutate,

This link to a pdf failed in Zotero web form as expected,

and it looked like headliess chrome failed bub it didn't matter because this fits
a pattern that TooBib was able to mutate into a useful url. A lot of dissertation
collections seem to use this organization. TooBib came up with the following
and this does not appear to have a DOI associated with it,
