While one can create inaccessible html, switching from \texttt to
<tt> doesn't do that.
Screen reader of blind users can handle html markup. Beside this:
there is no conceptual difference in the meaning between \texttt and
<tt>. 

There would be a difference between \package{siunitx} and
<tt>siunitx</tt>, but proper html markup can handle that too.
