Do you really mean /after/ "-", or rather /at/ "-" ? My understanding
is that TeX will never hyphenate after an explicit hyphen, but may (of
course) hyphenate /at/ one.
If you mean /at/ an explicit hyphen, then the following may offer some
ideas :
\hsize = 3 em
\exhyphenpenalty = \maxdimen
\noindent begin anti-dis-es-tab-list-ment-arian-ism end\par
\noindent begin antidisestablistmentarianism end\par
\end
