NO!!!!!  

Even if you set it locally, as part of the (your) document-class definition
of \section, that still leaves big gaps between the words.  Use \raggedright
in the "fonts" argument of \@startsection in the (your) documentclass; or use
a sane customizable documentclass or a package like titlesec.
