[texhax] Changing fonts or size (either or both) in tables

Hi All!

I'm wondering how to change fonts or text size in tables.  I tried this (and many other variants) without success (fictitious numbers):

\cline{1-3}
Case Designation  &Under Max &Over Max \\     
\hline        
\small{ETW      &42.8\% &2.2\% }\\
ETW-MC   &36.6\% &72.4\% \\
NEO      &78.9\% &61.1\% \\
PPMB     &1.7\% &83.3\% \\
PWD      &45.2\% &11.8\% \\
\cline{1-3}
All   &28.4\%  &21.6\% \\ 
\cline{1-3}
\end{tabular}
\newline

I am using MikTex in a Win environment, and am using documentclass article.
