[texdvd] materials for tex dvd

Hello TeX DVD folks. A user wrote the tug office about possibly being a
person able to provide the DVD. He had two questions that we haven't
previously discussed:

1) label/packaging. My theory here is that we can update the PDF, and
users (or volunteer burners) can view/download/print as desired. It
would not be sensible for the groups to print and send out individual
mailers to the burners, so far as I can see.

2) reimbursement. Some burners may need reimbursement for postage and
materials, which is perfectly reasonable. I think the best option is for
the requestor to reimburse the burner directly, via
paypal/bank transfer/check/whatever is easiest in their locale.

However, I can easily imagine that not being feasible in all cases,
given that only people without enough bandwidth to download the ISO(s)
are going to be asking, and they might well not have much money or
networked banking, either.

I think it would be possible for TUG and DANTE to reimburse the burners
in this case? (Since those are the two groups with enough money to make
it plausible, as far as I know.) Obviously this is something for the
boards to decide, but as a general idea, does it sound plausible, and
sensible?
