this is really due to requests from CTAN, but if it is simpler and more 
reliable if we generate .tds file (after all that can be done 
automatically) then it would be simple to adjust that for future 
updates, at least for those packages that are a bit more complicate than 
a single .ins .dtx .pdf file.

That is, if that is agreeable to everybody.
