Installing in a not standard directory

When I install the latest version in Linux in an other directory 
(--texdir=) two things go wrong:

  * ,sty files are not found
  * tlmgr still expects some files in the default environment:

tlmgr update --list
(running on Debian, switching to user mode!)
(see /usr/share/doc/texlive-base/README.tlmgr-on-Debian.md)
TLPDB: not a directory, not loading: /home/vdijken/texmf
tlmgr: user mode not initialized, please read the documentation!
