Can you also try out *instead* of the above
	tlmgr --repository https://www.texlive.info/tlgpg.pretest/ install tlgpg
on Windows?

I just have created it with hopefully the required changes.

I need to discuss with the team how to go forward after the release in
supporting tlgpg on old TL installations.
