some formats do not depend on the engines

Hi,

The following packages include formats but do not explicitly depend on the
underlying engines:
- amstex uses pdftex
- csplain uses pdftex and xetex
- lollipop uses tex
- mptopdf uses pdftex
- texsis uses pdftex

Could you please add them as depend lines in texlive.tlpdb?
