Build one package and turn it into a standard TeX Live package file installable with `tlmgr install --file`

Tried to get a binary and then to make a tar.xz package with it, by
downloading the standard tar.gz package for the file and substituting
the patched executable `dvisvgm`.
This works, however:
- tlmgr gives a weird warning: TeXLive::TLUtils::check_file_and_remove:
neither checksum nor checksize available for
/tmp/VjScgU1jD8/ujEJh0D00m/dvisvgm.x86_64-linux.t
ar.xz, cannot check integrity
- seems strange there is not an automatized tool to built the tar.xz package
