tlmgr update fails on macOS 10.13.6

Something bad has happened a few days ago:
Scherer-Mac-mini-neu:~ scherer$ tlmgr option repository ctantlmgr: setting default package repository to https://mirror.ctan.org/systems/texlive/tlnettlmgr: updating /usr/local/texlive/2021/tlpkg/texlive.tlpdb

I don't recall when tlmgr started to complain; could be last sometime last week. This is a Mac Mini running macOS 10.13.6 High Sierra. At home, a similar machine with macOS 11.5 Big Sur was fine last night.
