That is good.

Can you send the full output of 
	fmtutil-sys --by-fmt latex
? At the top there should be something like this:


$ fmtutil-sys -byfmt latex
fmtutil: fmtutil is using the following fmtutil.cnf files (in precedence order):
fmtutil:   /usr/local/texlive/2021/texmf-dist/web2c/fmtutil.cnf
fmtutil: fmtutil is using the following fmtutil.cnf file for writing changes:
fmtutil:   /usr/local/texlive/2021/texmf-config/web2c/fmtutil.cnf
fmtutil [INFO]: writing formats under /usr/local/texlive/2021/texmf-var/web2c
fmtutil [INFO]: --- remaking latex with pdftex
fmtutil: running `pdftex -ini   -jobname=latex -progname=latex -translate-file=cp227.tcx *latex.ini' ...
....

That is the output I would expect.

And also please check the file
	/usr/local/texlive/2021/texmf-dist/web2c/fmtutil.cnf
which should be there and contain several format definitions.
