Add a parameter '-repository C:\TeX\Live\2021\Pre-test':

C:\TeX\Live\2021\Pre-test\install-tl-windows.bat -repository C:\TeX\Live\2021\Pre-test

ATM the installer only briefly shows on the splash screen which
repository it uses.
