Unable to update TexLive packages from any mirror

Since several days, tlmgr update -list does not work as expected; instead,
it returns the error message  TLPDB::from_file could not initialize from:
http://mirrors.mi.ras.ru/CTAN/systems/texlive/tlnet/tlpkg/texlive.tlpdb.

I was thinking it was connected with some problems with my CTAN mirror;
however, adding -repository literally-every-url-listed-on-CTAN produces the
same.

When I use tlmgr update -list -repository ctan, however, everything
successfully installs (though with some random error messages of the
kind Strange,
SIUnit mentioned but not found) and updates; however, it works for the main
distribution only, not for tlcontrib or tlgpg, which I'm not sure how to
update now.
