users can create a private pdflatex format file with a command
fmtutil-user --byfmt pdflatex
Unfortunately that's not a practical solution, since formats are
routinely/frequently needed to be rebuilt nowadays.
Putting Reinhard's one-off binary into place is the only immediate fix,
as far as I can see. -k
