thanks Mojca for the testing, much appreciated, and you found the
critical point:

That should *NOT* be used and in a correct installation of TeX Live it
should not happen.

Philipp, I followed your installation routine (without the docker) and
installed in my system into ~/tltest/2021 and after that I checked that
there is TEXMFSYSVAR/tex/generic/config/language.def:

$ kpsewhich -all language.def
/home/norbert/tltest/texmf-var/tex/generic/config/language.def
/home/norbert/tltest/2021/texmf-dist/tex/generic/config/language.def
$

And the first one contained only references to USenglish.

So something is fishy on your side, and the descriptions hopefully help
you.
