Suggestion: is it possible to use built-in perl.exe by default?

This should only happen if TEXLIVE_WINDOWS_TRY_EXTERNAL_PERL is set
to 1 in D:\texlive\2020\texmf.cnf, at least, if you are talking
about a plain win32 TL installation. What is your searchpath?
