Why is quran package installed by default on Texlive2020

Just a comment, personally I would not accept as a valuable reason
that it is not installed in MiKTeX as default. There are many other
packages available in TeX Live as default but not available in MiKTeX,
so why only quran and the other dozens of packages? If you really
insist in having only packages available in MiKTeX, you can join the
team and prepare collection-miktex.
