Why is quran package installed by default on Texlive2020

Because collection-xetex depends on it, so tlmgr refuses to uninstall a
package that is needed by a collection.
Using the --force this is overridden.

Please give a **universal** criteria which package should not be
installed in a (medium/standard) setup? Onto which valuations do you
base your decision what should and what should not be installed.
Every user has different opinions on that, and yours is not more and not
less worth than anyone else's opinion.
