I have the three lines too, and I have three pdfcsplain.fmt files in
the web2c pdftex/luatex/xetex folders, but the binary pdfcsplain.exe
clearly calls (on windows)

pdftex --fmt=pdfcsplain and not luatex

I get luatex only if I use luacsplain.exe.

This looks as if your tex system from SUSE created the wrong
mappers.
