That is a good question ... with TeXLive 2020 I see

 tar Oxf texlive-2020-texmf/archive/kpathsea.tar.xz texmf-dist/web2c/fmtutil.cnf | less +/csplain

 # from csplain:
 csplain pdftex - -etex -enc csplain-utf8.ini
 luacsplain luatex - -etex csplain.ini
 pdfcsplain luatex - -etex csplain.ini
 pdfcsplain pdftex - -etex -enc csplain-utf8.ini
 pdfcsplain xetex - -etex csplain.ini
 [...]

... there are three lines for pdfcsplain and it looks like
the first one wins on my systems here around including the
clean chroot build environment.
