[tex-live] installing pretest in cygwin 64: install-tl and tlmgr errors.

I am attempting to install the pretest via

./install-tl -repository http://ftp.cstug.cz/pub/tex/local/tlpretest/ -gui text

However it ends with a "bad status" warning and if I try to set the
path and run tlmgr
it fails (shouldn't @INC have
/usr/local/texlive/2016/texmf-dist/scripts not /texmf-dist/scripts ?
(my perl is a bit rusty)

I attach the install log (I deleted most of the package install lines
to make it reasonable size, no errors were reported in that phase)
