[tex-live] installing pretest in cygwin 64: install-tl and tlmgr errors.

This is the problem:

It's my fault.  At Peter's suggestion, I'm building the TeX Live binaries with 
shared libraries on Cygwin (cygtexlua52-5.dll and three others).  But I didn't 
do whatever is necessary to make sure those libraries get installed.  I'll 
figure it out and fix it.
