[tex-live] Problem with new TeXlive 2012 pre-test install on Win32

I have TL-2012-pretest running on a couple of systems without issues.
I went to do an install today on a winxp box and ran into a problem.
Given that you are about to burn DVDs, I thought I should report it
For reference, it is being installed to TEXDIR: "C:/apps/texlive/2012"
Along about line 4900 of the log file, I start getting messages like
(c:/apps/texlive/2012/texmf/tex/generic/hyphen/dumyhyph.tex)
(c:/apps/texlive/2012/texmf/tex/generic/hyphen/zerohyph.tex)
! I can't find file `dehypht-x-2012-05-30.tex'.

No pages of output
Then later (about line 5800) I get this error
Running: "C:\apps\texlive\2012\bin\win32\pdftex" --ini
--jobname=eplain --progname=eplain -translate-file=cp227.tcx
*eplain.ini <nul
The file eplain.fmt was not created due to some errors.
See the log file
C:/apps/texlive/2012/texmf-var/web2c/pdftex/eplain.log for details.
And when I do this, I find at line 66
! I can't find file `dehypht-x-2012-05-30.tex'.

And then a message at the bottom saying no fmt was generated. Same
issue for several other format files... The installation is totally
broken.
Any suggestions on how to fix this?
