[tex-live] skipping forcibly removed packages?

In the last week or so, tlmgr update --list has been outputting the  
following lines (when there are no actual upgrades available):

skipping forcibly removed package boolexpr
skipping forcibly removed package fig4latex
skipping forcibly removed package fig4latex.universal-darwin
skipping forcibly removed package findhyph
skipping forcibly removed package findhyph.universal-darwin
skipping forcibly removed package font-change
skipping forcibly removed package garrigues
skipping forcibly removed package germkorr
skipping forcibly removed package guitlogo
skipping forcibly removed package gustprog
skipping forcibly removed package spverbatim
skipping forcibly removed package suanpan
skipping forcibly removed package threeparttablex
skipping forcibly removed package titlepic

Is this normal, and if so, how can I make this warning go away?
