For removal yes. For auto-install it would convert the package automatically
into a "forcibly-remvoed" and it will be never installed again automatically.

I don't think this is the best solution, especially since there is 
already a way to accomplish that:
	tlmgr update --no-auto-install --no-auto-remove update ...
	tlmgr remove <what-I-want>
	tlmgr install <what-I-want>
