The mirrored tlpdb is updated every day, but yes, the catalogue-*
fields for a given package in the mirrored tlpdb are only updated when
that package is "really" updated.  We could change that, but it doesn't
seem that critical to me.

Clea, please just use the development texlive.tlpdb for license research.
