BTW, these options are already there, i.e. if you run
Build --disable-docs --disable-make-rules
it will not require latex or pdflatex.

the question is whether we should just document usage of these options
for TL builders or force these options for a TeX Live build (but somehow
e.g. Karl will need to enable them to install the generated files into
texmf tree).
