It is not a typo. h- is described under the -h option:

  @item -h @var{name}
  Prepend @var{name} as an additional header file, or, if @var{name} is
  @samp{-}, suppress all header files.

    Also, in what order are -h options applied?

In terms of ordering, yes, but the config file "h" directive suppresses
the default inclusion of standard headers.

At least, such is my understanding.

    Maybe the documentation should mention the difference
    between command-line and config file?
