[tex-k] Incorrect sizes in GFtoDVI output

In files produced by GFtoDVI font definitions go between documentation string
and the first `bop' (FIXME: does it agree with DVI spec?). On the contrary, in
files produced by TeX (e.g., story.dvi), font definitions go after first `bop'.
This makes the difference for dvitype.
So maybe the problem is not in gftodvi - it's in dvitype.
