get's treated by WEAVE and CWEAVE as you describe, so the bug/feature is
present in cwebmac.tex, too.
The mis-representation of section 2 disappears with either (a) option
'-x' (TL-WEB or CWEB) or (b) an additional starred section "@* Index.".
I don't have time to investigate the mechanism with '\mark' and
'\topmark' in '[c]webmac.tex', but if you -- or someone else -- can find
a fix for this situation, I'd be interested to learn about it.
