[tex-k] [WEB] Integrated webmac.tex for plain TeX, pdfTeX, and XeTeX

Dear WEB hackers,

> 'webmac.tex' from https://github.com/ascherer/web works perfectly
> for all 19 KNUTHware WEB codes with all three tested TeX engines
> (plain 'tex', 'pdftex', and 'xetex').

In order to preserve the original Knuthian 'webmac.tex' (and the manual
'webman.tex' as well), the integrated and extended macros will be
renamed to 'tlwebmac.tex' for release in TeX Live 2021.  The batch
script 'makeall' takes care of the border cases; in addition to the 19
WEB codes in ~/texk/web2c, it also formats 'pdftex.web' (which has a
looong table-of-contents) and 'xetex.web' (which is the only TeX engine
to grok itself).
