[tex-hyphen] hyphen-finnish no unicode quotes please

hyphen-finnish.tlpsrc as created by hyph-utf8 has Unicode quotes in the
longdesc. Please don't do that. 7-bit ASCII only please. I replaced them
with ' characters ('fi') manually in TL for now, since that seems to be
what was done in other hyphen-*.tlpsrc. --thanks, karl.
