[tex-hyphen] [tugboat] paper submission - Enhancing TeX Hyphenation Rules for Portuguese

Dear Arthur,
I'm writing to introduce myself and share my work on Portuguese
hyphenation for TeX. I've created a complementary set of rules and
written a paper that I've submitted to TUGboat (follows attached).
Karl suggested I reach out to you, as you are coordinating the
patterns nowadays.
I've also submitted a pull request to the tex-hyphen repository on
GitHub (#62) for your reference. It includes my proposed hyphenation
rules for Portuguese.
