it seems it's not an xeex bug per se, but caused by default lc/uccode
settings in latex (which are tuned for T1 encoding, and are not
applicable to unicode encoding).

thus, the bug is that xelatex.ini does not correct the lc/uccode values
for characters in the range 128-255.
